In every household in Water 7, a Video Transponder Box, or VTB is placed in every household. It's a localised system used to distribute news, programs and deals by local businesses and the government of Water 7, instructed by the Mayor, Victor C. Every midday, this exact live stream or broadcast occurs via the VTB using the Snail Transponders. "HEYO!" Ginger exclaimed via the taping. "How's everyone doing!?" she continued. "My name is Ginger. I'm the Host of Water 7 News! Today we have a pack schedule for ya! So stay strapped into your seats." Ginger said, winking towards the Camera Den Den and smiling slightly. Ginger almost looked like a doll, she'd had long Pink Hair, with Red Irises, and a black rim around the outline of her eyes centre. She stood at around 6'5 in heels, 5'9 ft in regular standing, and in front of a desk with a sign reading 'Water 7' news, daily, she'd report on situations going on in Water 7. Today, she'd report about her Hotel being targeted by terrorist attacks and the incident in the harbour, urging anyone with information to come forward to the local authorities. As the program ended, the all zombie staff would turn off the transponder, and her personal aide, Frederick, would read her the schedule for today. "Ginger. Today you'll have to go and assess the damage done to your downtown Hotel. Also, the other Captain's want to have a meeting about the Young Lord's Fiesta." Frederick reported. Lounging back in her chair, arching her slender shoulders against the chairs back, her eyes would turn all black. "More meetings... I just want build my Hotel back. Tch. That's going to be a pain in the ass too. Kiretsu's going to blow his fucking cool when he finds out all of the those potential buyers died in my hotel." Ginger said in very crude way, much different from her on air, bubbly persona. "Then there's the issue of Galley-La..." Frederick continued on. "Them again." the woman retorted scoffing. "It's either they pay the needed tax or become 'abominations'." Ginger exclaimed, with a very pissed off expression. "Ma'am... That's not probable. Galley-La are currently the bread and butter of Water 7. We haven't been exactly able to penetrate into Slave Trade as much since the boss became a Royal Warlord. Combined between your properties and them, that's the bulk of our income's net worth." Frederick commented. "Turning them into 'Abominations', that'd be like stabbing the hand that feeds us, quite literally too." Frederick concluded. "What do you suggest we do then, Frederick?" Ginger inquired. Adjusting his spectacles, "I'll handle that. Give me a day or two." Frederick said grinning.




The hierarchy of Water 7 in these times goes as follows, Kiretsu Morishige and his crew oversee the day to day operations of Water 7, this goes for protecting the citizens, in conjunction with the local Navy, from terrorists and criminal attempts. Below them, the figure face of Water 7 is the Mayor, Victor C. Victor is the major face of Water 7, and on the surface, he's actually respected as the figurehead in charge of the city. Kiretsu and Victor butt heads quite often on public policy and laws, before Kiretsu, Water 7 was ran by four judicial powers, each of which, Kiretsu found them charged with counts of Human Trafficking and Weapon Smuggling. By doing so, Kiretsu became the hero of the people, obtaining the three former public positions, merging them and declaring himself, Governor For The People. The three positions garnered him, the ability to write public policies, the ability to abolish laws and the ability to supersede the Mayor's Objections to the passing of policy, basically, it gave him control of Water 7 Laws and Governance. As Mayor, Victor could've only oppose Kiretsu using public opinions and for awhile, he'd managed to balance the power struggle with his years of political support. However, Kiretsu passed a law called the 'Abomination Law' that changed everything. Using what could only be described as magic, Kiretsu robbed law breakers of their ability to walk amongst the living, or more so the day dwellers. Instead of incarceration, Abominations were given odd jobs during the night, cleaning up Water 7 and patrolling to name a few. However, during the day, they'd be forced in the contents of their house. Abominations were forbidden from taking their life or ill treating their bodies, any breaking off this law would be enforced with fines on their family name, as opposed to the offenders in question. Through this, many citizens became indebted, and the once hero, now ruled the city with a tight iron grip from the shadows.

Arriving at Galley-La, Siegfried opened the smaller gate which led into the main yard. Wearing his sleeping mask by his forehead, a Navy Blue Bomber with a Dragon Embroidered Stitching on it's back, a long greyish jeans, a long sleeve white shirt with black stripes and his metal tipped boots, he'd step into the yard and shout, "Cheers! Anyone around!?" Siegfried exclaimed. A tiny tomboyish girl by the name of Anya came scuttling towards the gate with a panic expression on her face. Stopping right in front of Siegfried, the girl would look up towards the man's spiky hair, "Look Turf Head... I don't know what you want but if it's about a ship... Now isn't the best time to ask for one. Come back in the next few days." Anya explained. "Kishi Kishi... What a rude kid." Siegfried said. "Kid!? I'll have you know I'm sixteen! I'm just little behind the average girl okay! Turf Head!" Anya shouted. Kneeling down to the girl's height, Siegfried flicked her on her forehead playfully. Yawning, "I can't comeback I'm afraid. I need my ship as soon as possible. I'm already behind schedule." Siegfried said grinning. Rubbing her forehead, "Why you little! The Head Forman isn't in the best moods right now kay! I'm telling you it's better-" Anya's plea was cancelled out by a loud cry from further down in the shipyard. "WHO THE FUCK DOES THIS PUNK THINK HE IS!?" a voice bellowed out. Turning towards the kid, "I guess now isn't a good time is it? Why is he so gassed?" Siegfried asked. "Ughh... It's this new tax thing... We have to pay money to the government for every vessel we make. We we're barely getting by with the last tax... this new one is ridiculous." Anya exclaimed saddened. Lunging upward from his knelt position, Sieg would blow pass the kid and head towards the noise and subsequent profanity being belted in the yard. "Kiretsu and his lackies have taken this way too far... If we have to pay this tax.. along with our other expenses... We'll have to up our pricing." the Head Foreman exclaimed. Arriving at the area in the yard, Siegfried walked over to the Foreman, picking up the balled up paper on the ground, reading the deceleration. Whistle momentarily, "That's a lot." Siegfried. Looking at Siegfried quite pissed, the Foreman dressed in all purple overalls and spiky golden hair inquired, "Who the fuck are you kid?" the Foreman asked.

Balling up the paper once again, "I'm your newest client. I need a ship." Siegfried asked grinning. "I don't have time to be making ships... I need to go and file a complaint with Ginger. This has gone on long enough!" the Foreman shouted. Anya, who'd finally caught after being left behind by Sieg, "Ricky! Calm Down!" Anya shouted. "I refuse Anya! If they think I'm afraid of becoming an abomination! They're kidding themselves. I work better at night anyway!" Ricky shouted. "PAPA! DON'T YOU EVER SAY THAT!" Anya shouted at Ricky. Tears began to well up in the teen's eyes at their father's painfully awkward joke, "Ahh Ahh Don't cry... I wasn't serious." Ricky exclaimed reaching to comfort Anya, his expression saddening at the look on his daughter's face. "YOU'LL NEVER UNDERSTAND PAPA!" Anya shouted, running away in frustration. "Kishi Kishi... You're pretty bad at this Father thing, huh, Ricky?" Siegfried inquired. "Ha. Maybe." Ricky retorted half-heartedly. "Not to butt into your family soap opera or anything but what in the world is an abomination? That's the only thing I couldn't pick up on in your little spat." Siegfried asked.

"I guess you wouldn't know huh?" Ricky said, scratching his head. "It's not really public knowledge outside of Water 7 anyway. About two years ago... Kiretsu became the ruler of Water 7. It was just timing with his appointment as Warlord. Basically, Abominations are citizen's who've broken the laws of Water 7. Depending on the severity of the crime, they have their ability to walk amongst the light." Ricky said, ruffling through his pockets for a lighter and a cigarette. "Walk amongst the light? He's turning people into Vampires?" Siegfried asked. "Ha. More like zombies. If sunlight touches you after you become a zombie... Your body turns to ash." Ricky stated. "Must be a Devil Fruit ability..." Siegfried thought. "Sounds like a pain in the ass. I'm only here for a ship. Abominations... This islands issues, have nothing to do with me. The whole concept of a Pirate having World Government jurisdiction is ludicrous to me anyway. They're Captain could get the shit kicked out of him and all he has to do is call the marines. Load of bullshit if you ask me." Siegfried chimed in. "I don't think I'll be making any ships for awhile... With this new taxation... The cost of importing supplies into the country will sky rocket." Ricky said, grinning slightly as he stumbled upon a cigarette in his jacket's left breast pocket. "I have enough materials to make about two large vessels and about six smaller makes. After that, the Galley-La might be in danger of foreclosure." Ricky said, lighting his cigarette.

"Good Afternoon. Mr.Pollux. Mr.Ridgeport." Frederick chimed in. Looking over his shoulder, Siegfried shifted his body in the direction of the short, chubby and ominous looking male, dressed in all white and current bowing with his left hand, resting diagonally across his chest. Behind Frederick was an army of about two hundred and fifty zombies, some carrying swords, axes, and various weapons. "Originally, I was coming here to just talk with Mr.Ridgeport about him refusing to pay our new tax implementations. However, when I was told that the Dragon Of The West, Captain of the Dragon Fist Pirates was on Water 7. I had to bring some insurance with me." Frederick said. "Kishi Kishi... I'm guessing those bad boys behind you are 'Abominations'?" Siegfried inquired. "You're familiar with our customs... I wonder whose been babbling to you. Oh no, these are far more beautiful than abominations. These are Level 2 Zombies. After a person loses their ability to walk amongst the living, their essence can be placed in a creation. After all, it's the mind that was polluting the spirit not the other way around. They possess the 5th most strongest bodies among our ranks. Hence, level 2. 6th, would be Level 1." Frederick explained. "That's besides the point... Mr.Pollux. Our boss would like to extend an invite to his 'Fiesta' in the next few days. We could use someone of your caliber among our fold." Frederick stated. Putting up his middle finger towards the Butler, "No thanks. Tell Kiretsu I said to go fuck himself twice over." Siegfried said grinning. Frederick and Ricky's eyes opened widely in astonishment of the man's actions. "U-U-UNACCEPTABLE! Disrespecting the Royal Warlord is seen as treason in Water 7!" Frederick shouted. "Invitation... I don't know what this 'Fiesta' thing is... but I don't keep company with Government dogs." Siegfried said.

"I see... That's unfortunate. And what of you... Mr.Ridgeport? Will you come with me for a chat? It's in Galley-La's best interest that you pay your taxes on time." Frederick said, slightly annoyed. "I-" Ricky began to answer but his speech was stopped by Siegfried placing his finger on his mouth. "As of now... Galley-La is my temporary base of operations while I'm on Water 7. 'Mr. Ridgeport' is my hostage." Siegfried said licking his lips. "Meaning... If you little fucks don't piss off... I'm going to send each of you back to your boss in a bodybag. Get off my turf. I ain't paying no taxes either. As of today, Galley-La's a sovereign state. An Embassy of sorts." Siegfried said. "Oi!" Ricky exclaimed, pushing away the man's hand. As the muscle in his forehead began to pulsate, Frederick had enough of the Titan's banter. "Fine! Beat them to a bloody pulp! I'm sure Master will have some use for their shadows!" Frederick shouted in a blind rage. Changing his position from the helm to the rear, Frederick wobbled to the back of the pack, as his Zombie Army began to encircle himself and Ricky. Wrapping his hands around Ricky's waist, Siegfried lunged over the mass of bodies with ease, using his legs as springs, through the foot techniques of Ryusoken. He'd manage to create a thirty meter gap between himself and the men. "Run. Get as far away from here as possible. I don't do well fighting in groups unless it's with my crew-mates. You might die." Siegfried stated grinning. "Oi! Who do you think you are!? This doesn't make it any better! Kiretsu isn't someone you want to make an enemy out of!" Ricky said, ruffling Siegfried's jacket's collars. Pushing the man onto the ground with a palm thrust, "I'm not someone you want to make an enemy out of either. Kishi Kishi..." Siegfried exclaimed laughing. As the army changed focus and chased after the leaping Dragon, Siegfried began a slow trot back towards the now enclosing army, running towards his direction."The chubby one said something interesting... Shadows huh?" Siegfried thought.

Beginning to whistle, Siegfried walked very calmly towards the incoming army. The entrance was to his left, about twenty meters, to his right was the former position where he left Ricky, at about fifteen meters away from him. By the entrance, the gate was wide open, and surrounding Galley-La was a large stone wall, about fifty feet high. There was only two ways in at this point, through the smaller gate which was for some reason, clutched and lock and through the Sea Gate, a large also, fifty foot metallic gate that allowed ships to flow and out of the dock. From his current position, Siegfried was eighteen meters and closing away from the troops, walking at a readily rate. It'd be when the army reached the fifteen meter point, that Siegfried would leap into action. Ricky had no idea what Siegfried was planning but he was going to get himself killed, running towards the entrance, he'd try to unfasten the door, to get into the streets to call for marine aide. Though, Kiretsu was the owner of Water 7, he was still a pirate in many of the local marines eyes, and they'd often broken up squabbles between Kiretsu's men and visiting Pirate Crew's looking to make a name for themselves. Activating his Kenbunshoku Haki, Siegfried could feel Ricky's aura drifting further and further away into the streets of Water 7, at this point, about thirty meters away, outside of Galley-La's Walls. A few other shipwrights were still by the docks but that was in another section of Galley-La, though, at this stage, Siegfried didn't care much about collateral damage, this whole situation intrigued him. He's wasn't angry or annoyed, more, amused at the fact of these strange creatures. They had odd aura signatures, it was as if they're auras were running rampant inside their bodies, as oppose to a steady flow, like regular human's exhibited. Lunging off the ground at an diagonal angle, he'd advance several meters, about five meters, ten meters and then the remaining distance that'd place him directly above the pack of Zombie Soldiers.

Suspended in mid-air momentarily, about ten meters above the army, the Whistling Dragon would now began to fall. Coating his feet and by extension his boots in Busoshoku Haki, he'd begin to fall almost nearing the speed of sound. The zombies unable to keep up with the Titan's movements perceived his actions as merely disappearing or even teleportation. At about the five meter mark of falling, Siegfried obtained his maximum speed, and moments later, as soon as Siegfried's feet made contact with a zombie's shoulder's, the force of the impact compressed the zombie's armoured body into the ground. Once his landing was established, a large shockwave rippled outward over a thirty diameter radius, first at Tier 3 Speeds, and then eventually obtaining maximum Tier 5 Speeds, leaving anything weaker than or as strong as Titanium completely destroyed. The force of the impact neither crushed nor broke the zombie's body's, the energy from the shockwave completely annihilated the zombie's bodies that came into contact with the blast. At Frederick's position, about twenty-five meters away from the centre of the impact, a figure swooped down from Southern Wall, picked up Frederick and escaped to the skies once more.

As the shockwave expanded, parts of the Galley-La Ship Bunkers were damage significantly by the impact of Sieg's attack. Standing inside of the crater created from his landing, about eighteen or twenty feet deep and nearly twenty-six meters wide before cutting into the Dock Side, the Dragon continued his whistling. Standing at a distance, about forty meters to the South, an Eight Foot man stood adamant, monitoring Siegfried's actions. At this point, the blast's force had dissipated, the debris still in the air, but with his Sixth Sense active, tracking the position of the invader wasn't a difficult task for Siegfried. Hopping multiple scotches out of the chasm, Siegfried would begin to walk towards the warrior, dressed in traditional Samurai Battle Armour Attire. It'd take him a few moments to close this distance by foot, however, with the massive man's unwavering stance, it wasn't like Siegfried had to run anyway. As soon as Siegfried was in listening distance, the warrior would begin to talk, "I've met many pirates over the years... Some want money... others desire power... but that animalistic glare in your eyes... I can't seem to get a pin on you." the Armoured Shogun inquired. "Dreams are born from man's infinite desire to never be ordinary. For it is the ordinary that makes us afraid of becoming inadequate." Siegfried retorted. "Oh... A philosopher?" the Shogun inquired, reaching his hand to the side as an emotive gesture, almost like a hand wave, or a brush to the side in swatting a fly but motion froze his arm bent and extended. "Nothing like that actually, I've just been told that a couple times... I have that answer on deck. Unlike the average man... I don't have dreams." Siegfried said grinning. The Armoured Zombie began to chuckle heartedly, "All men have dreams young buck." he chimed in. "I  bet most men do.. I just have absolutes that haven't happened to occur as yet. The Death of Your Captain... Your untimely demise... all absolutes that will occur. I'm quite entertained actually by this whole system you have in place... but what has me slightly annoyed is my time has been wasted." Siegfried stated. Ceasing his laughter, "Oh? Time? Do tell." the zombie inquired.

"I was only suppose to spend one month on this island. The incident in the port set me back three days. This bullshit law you passed has set me back seemingly indefinitely. Some men value good company from a woman... Other men value more treasure than themselves or their crew can carry.... others want fame... being in the limelight... None of these things give me a thrill. They're nice. Like an accessory, a nice bracelet or a ring." Siegfried explained, now standing directly in front of the massive man, only several centimetres separating the two as Siegfried peer up into the hallow man's armour's eye sockets, unable to see his eyes from his position through the two foot difference between eye contact. "Do tell... What do you value more so than these things? Don't tell me something foolish like inner peace or fighting someone strong?" the Zombie inquired. "Time. I value time more than anything else. 'How many islands can I see before I die?' 'How will I think or feel about an issue tomorrow?' 'Will I be able to have a nice drink today?' From the minuscule to the major, I value the proper application of time." Siegfried said smirking.

"And what would happen if you're time is wasted? Sorry if we've messed with that schedule in anyway." the Zombie Samurai said sarcastically. Pausing for a moment before he spoke, Siegfried took a deep breath and exhaled, "Nah. I'm not into it anymore." the Titan exclaimed. Staring at the man puzzled, "Come again?" the Samurai inquired. "I was just thinking about what'd happen if it'd have to slaughter a Shichibukai and it feels like the repercussions are a pain in the ass." Siegfried exclaimed, in a very childish and whiney tone. Tapping his hand on the man's chest plate, the metallic tang would sound the bell on Siegfried's retreat. Around the sky above Galley-La, what appeared to be black ghost like figures hovered around before blurting off into random directions. The disbursing shadows seemingly faded off in their own individualistic directions, most within the city and others eventually tapered off out the scope of Siegfried's 1 KM Kenbunshoku Haki field. After a few moments of silence, "You're an interesting man. I'd have to say I've never met a man as interesting as you since our master. However, I can't allow you to live... Siegfried E. Pollux... People like you are dangerous." the Shogun chimed in, reaching towards the sheath of his blade.

"Do you know why my victims are called Dollies?" Siegfried inquired. "It's because when I burn them alive... Their burns are so severe... that went you touch their festering flesh... It's smooth to the touch. And much like if you pull off a dollies hair... They're left motionless and smooth... just like dollies are." Siegfried stated. "Was that suppose to scare me?" The Zombie asked chuckling. "No. I can't feel any emotions from you. I figured you're not capable of it. It's starting to get me all excited again... The image of your 'Master' as a dolly." Siegfried said grinning.

Reaching into his underlying kimono, the Zombie would remove a piece of Straw which he began to chew on. "I am Ganji. The Slayer. This blade of mine has cut down many a pirate under Kiretsu's Flag. Today will be no different." Ganji stated. Not responding to the man's statement, Siegfried continued to walk away from the Samurai, the distance between the two about one meter at this point, he could hear the man's statements but empty threats meant nothing to him. It was at this stage that Dessa arrived at Galley-La's Shipyard but with no response at the main entrance, she decided to circle around to the actual yard itself. Crowd's of people were gathering around the outskirts of the giant Galley's wall that now had crack's in it from Siegfried's attack. As she walked along the platform, Dessa would stare at the wall in awe. Making it to the first leg of the crowd, "What in the world is going on here?" Dessa inquired. "Looks like the Galley-La's pretty much a battleground at this point." a man chimed in. "Battleground?" Dessa inquired, tilting her head to the side. "Yeah about half hour ago, we heard this colossal bang from inside the walls and when we came outside to check... It was coming from inside the yard. It was crazy." the onlooker explained. "Must be Kiretsu's men. I saw a bunch of them went in here early and they haven't came out yet." A nearby shop owner chimed in. "Eh... I wonder who'd be crazy enough to scuffle with Kiretsu's men. That's conspiracy... Forget becoming an abomination... That's straight up public execution in Water 7." another bystander commented.

Dessa's face turned pale as the people bounced rumours back and forth but one thing was for certain, placing her hand on face in frustration, "It has to be him. What a troublesome man... If he is involved... I need to get him out of Water 7 immediately." Dessa thought to herself. "Excuse me!" Dessa said, slightly louder than her usual speaking tone but not loud enough to be considered a shout. Manoeuvring through the crowd, heading towards the Galley's shipyard's door entrance, Dessa managed to break out of the pack to notice in the distance, a familiar sight in Siegfried's trademark bomber. Sighing, "I knew it." Dessa said with an extremely pale expression.

"Your on a roll girlie!" the owner of the Saloon Franky shouted. "25,000,000 Million was yer last win. Do you want to retire?" Franky inquired. Dessa, dressed in a long flowing black dress, with a split below her ankles, flicked her hair backwards, simply nodding 'No.' At the table were five high rollers, each had owned significant businesses in Water 7, and had direct dealings with Kiretsu's crew. Dessa's goal was simple, garner 100,000,000 Million, she'd been saving up on her voyage service trips to play in the high rollers for months now. Escaping the law, Siegfried slipped into the pub, losing the mask he'd concealed his identity with since Hebi. However, as soon as he entered the room, his face was plastered in the recent monthly coo, Siegfried E. Pollux, a Titan who'd been known for his cruelty. Motioning towards the dice table, Siegfried sat down to last open seat, it was seven man dice maximum, each round the game would climb by 100,000 Beli {open bid}, and the dice game was 'Odds or Evens'. Each player would get a turn to play dealer, shuffling the dice into a cup. Every roller can place a bet of up to x10 the opening bid, each player who guesses right splits the pot between themselves. The game had one more rule, if more than three people guess the right Even or Odd, each player would have to call a number, the numbers closest to the result determine the three players that would split the pot.

Franky would explain the rules to Siegfried, "Ah... Sounds complicated... I just guess numbers right?" Siegfried rebuttal. "I guess. Are you sure this the game you want to play... You seem to be a beginner." Franky inquired. Resting his chin in his hands, extending his long arms across the table's rim, the man's Tiger Skin Cloth slid along the marble coating almost effortlessly. I'll pay each of you 50,000,000 dollars." Siegfried exclaimed. All of the dealers at the table felt enthused by the idea of garnering free money from this novice, all except Dessa. "I'll play but I don't want any of your money. I'm playing under regular conditions. If not, I'll sit these rounds out." Dessa commented. "Kishi Kishi... Smart girl. I like it. Sure." Siegfried responded shooting the woman a broad grin. Activating his Kenbunshoku Haki, using Aura Sight, he was able to guess every game right, leaving the brokers at the table, all except Dessa to bet double each round, then five times, until they all went broke. "F-F- final standings. Dessa - 100,000,000 Million and Siegfried - 100,000,000 Million!" Franky shouted in astonishment. Gulping felt as if a rock was wedged in her throat, "Amazing... I thought he was just an idiot but his ability to guess... No No... There has to be some trick. Even with trick dice these old coots are using he's been able to guess right." Dessa thought. "Hey." Siegfried exclaimed, reaching over to tap the day dreaming woman on her head. "Looks like we're the only two left. Care for a winner takes it all round?" Siegfried inquired grinning.

"I'd rather not." Dessa said in her usual monotone voice. "Kishi Kishi... Alright how about this. What's your profession for a living?" Siegfried inquired. "Eh... I'm a navigator. That was random why do you ask?" Dessa responded, puzzled. Siegfried began to grin broader than usual, "Then it's destiny we met here today. I'll be this 100 Million and another 100 Million Beli, if I win, you keep your money but you'll owe me 200 Million. If you win, you get 300 Million. Deal?" Siegfried asked. A single flash of her responsibilities and need for funds, and before she knew it, the words 'Deal' escaped her mouth.
