Occulto, not to be confused with Okulto, is an island home to a world renown religious sect. Long ago believers from around the world migrated to the island as it became known as a holy land. In present day the surface is split into several rings. The outer ring of the island are littered with coastal towns all meant to receive aid from off the island and as a docking station for any new followers making their way to the motherland. Beyond the ring of coastal towns are farming grounds as far as the eye can see, all being farmed as a tithe to the church in order to feed the believers in the holy city. The farming grounds are then walled off, the color of the island changing from natural colors of the earth to a pure white within the city. The outer edge of the city is home to the followers, while the inner sanctum is home to the main area of prayer and the stay of the chosen prophet.

The holy city is bathed in a bright, almost glowing white. Those devoted to the faith can be seen fluttering around within, all of them draped in pure white, religious gowns. The followers pray to their god, and in return for their prayers and support, are in turn supported by the tithe given by the surrounding farmlands. Every person on the island is a devoted follower, from the lowly farmhand to the top of the political board - which just so happens to also be the upper echelon of religious followers. Each gives everything they have to the church, being given more than enough to survive as part of their devotion. The island manages to keep everyone well fed in spite of most of their sustenance coming from just the island.

At the center of the religious order is the chosen prophet, and the only one clothed in a color that separates her from the rest of the island's inhabitants. A beautiful young woman chosen by god to be the passage that his voice may reach the rest of the world. Her life is important to the faithful believers, who would at any moment give their lives at her request and for her safety. Disobeying the wish of the prophet is akin to disobeying the wish of god himself. To discourage people from disobeying and as a constant source of protection, the prophet is constantly in the company of a chosen guardian. The guardian is a symbol of strength that also represents a level of religious importance. If the prophet is the voice of god, the guardian is the might of god. Neither acts without the other. Above even the Prophet is the King of Occulto, chosen by god to lead the people of the island. He decides the actual laws and rules people on the island have to follow. Even the Prophet and Guardian are to obey his commands, as his word is The Law of God. Unlike the Prophet, The King is allowed to leave this island without being accompanied by the guardian. 

The island is a neutral zone. It remains separate from the World Government, foregoing the support of the marines, but remains safe from the control of pirates, as it's a well known fact that any believer would sooner die than obey someone outside of their religious order. All factions may use the port towns as docking points as long as they don't go into the city without express permission.
