Celia is a rather short, thin young woman, with short cut black hair and grey eyes. She dressed in a white business suit, including a short skirt, black leggings and white boots. Over all this she wears a white cape, and has long golden earings.

Celia considers herself a very no nonsense type of woman, a hard worker and always wanting to get the job done right. Though she does have her sillier moments, she tends to keep them bottled up, only letting them out when she believes nobody's around. She gets exasperated easily, and is quick to scold others for their buffoonery, no matter what rank they are. She tries to carry herself with upmost dignity, even if the situation makes that impossible.
That being said, Celia has proven herself to be a steadfast and loyal ally, sticking with her comrades through thick and thin and genuinely cares about them, even if their quirks annoy her. While she's gun ho about bringing justice to the world, she can be flexible, and can accept other people's points of view if they make sense to her. However, she will not tolerate cruelty and injustice, nor having to sit by as it happens. She will give everything she can to ensure that justice is done and that the innocent are protected.
Celia definitely seems to enjoy her work, often willing to do the tedious tasks like paperwork and such that most people would rather avoid. However, she does draw the line at doing jobs like cleaning or doing the dishes (and if she does do them, will not be happy about it). She does have an addiction of sorts to coffee, often drinking it whenever not involved in a mission, and if she goes without it for a period of time tends to get crabby.
