Amongst the Marines called to the Reverie to serve as guards was Rear Admiral Mercy, which included her battalion. Such high value people being present today, everything needed to be surveilled including the rooftop. Delegated this task, the Rear Admiral who acted under Asher's orders allowed Birdie to supply 35 men for such a menial job. As a result of all the men she supplied being registered as Ensigns however, four Lieutenants that weren't of Birdie's party were assigned on the roofs as well, each took a 100 square meter quadrant of the 400 square meter building and were in command of all the Ensigns within it.
Back to Birdie, he would take a moment to focus while he closed his unequipped eye and would have been bestowed a field of vision that wasn't his own. Some 205m away, across one 5m road and half the girth of the building the Reverie was held in (400 square meters) was where Birdie was now looking from, albeit multiple stories high up on the top of the building. There, these multiple meters away, was a bird perched atop the shoulder of a man in a Marine uniform and one other Marine. This man with the bird was Luther, a new addition to Birdie's crew, but nonetheless a man who had proven he was worth his salt. The other Marine was just a nameless henchman from Birdie's ranks, but he too had an important job.
First was the role of this bird. While it looked like a normal bird, color and all, it was actually one of Birdie's inventions, Hunter IV to be more direct. The Marine who wasn't Luther would approach this mechanical avian while the unaffiliated Lieutenant wasn't watching and strap a very important package upon its back from out the confines of his uniform and command it to take flight at maximum speed. It's mission was to get directly above where the Reverie was being held. Almost all the Marines on the roof were of Mercy's command, meaning allies of Birdie, but with the four non-affliates present, one could never be too safe. One random cloud having drifted above where Hunter IV was tasked to go, it would provide a bit of cover even if only for moment, for the bird to make it to it's destination. This spot was in the center of the 400 square meter building that had a peak height of 100m, was one story high, albeit the single ceiling was 30m high from the floor of the meeting room, and was 50m square.
Diving through this cloud's top surface and straight through the bottom for a flicker of cover, with Hunter IV's speed it'd be just a blur in the eyes of the sentient cloud. Hunter IV would then continue downwards to the rooftop of the meeting room, drop off the package, then fly back up and outside of the 400m building and perch on a bench somewhere near
Birdie's stall along the outskirts where all the traffic was. Hunter IV would have ignored the cloud this time around since it's task was done and the volatile package was delivered.
This wouldn't be the end of this cloud's time in the spotlight however, as it was extremely suspicious. Should Hunter IV diving through it not disperse it or inadvertently cause harm to the true form of the mass, the eyes of a few watchmen would surely be trained upon it, maybe even one of the unaffiliated Lieutenants would address it as well. It was a cloudless day, but yet this single billow existed and in such a specific place. Luther would direct the Marine who was paired with him to keep his eye trained on it, while he continued to survey out beyond the grandiose building he was on top of. He stayed aware of his surroundings, of the buildings beyond him, the traffic down below, he also noted how hot it was today. Despite this he stayed ever vigilant. His rifle Vendetta was strapped on his back and he was also gifted Birdie's six shooter revolver in case he needed something more mobile.
