Delphi is an attractive, young looking woman, standing at a moderately short height for one piece human standards. She has a small fram accompanied by a set of moderately sized breasts. Delphi's face is incredibly striking with sharp features and bright red eyes that seem to pierce the soul. She keeps a rather ganguro-like appearance and style. A ganguro style is characterized by very tan skin and incredibly bright, light blond hair color. Delphi fits the essences of the ganguro style due to her deep caramel complexion and shoulder-length blonde hair that is almost white in color. Delphi holds her hair back with her signature hair clip: an upside down silver cross.

Delphi's usual attire consists of a dark black, oversized commander jacket which is adorned with golden embellishments such as tassels and various government medals. Under the jacket is a short, almost cocktail style, dress with a golden empire halter and a golden necklace with multiple cross-shaped pendants. Her dress coloration varies between deep black, bright white, and scarlet red. She also wears a pear of golden gladiator-style high heeled sandals which go up to right above her ankles.

Delphi known to be incredibly wise and cunning, being known as one of, if not the, greatest minds in the current world thanks to her intellect and experience. She can be considered an intellectual scholar in many different fields, from science, to history, and even the arts, and is responsible for a number of inventions used throughout the world today such as the climtact. Due to being alive for so long, she is also incredibly well versed in the art of manipulation of humans and will used any ruse or situation to her advantage. She is a well-known tactician and strategist, always analyzing situations before making any move whatsoever. While this would seem like a hindrance that would slow her down, Delphi's analytical skills are refined and attuned that she can completely analyze the entire environment around her in seconds. Delphi's perceptive abilities and battle strategies are so great that it is said that armies she has personally led into battle have never lost or even suffered a single casualty. Many say she can even see into the future.  

She is always after power and enjoys watching those who oppose her plans suffer. Stemming from a long history of betrayal and opposition, Delphi has no sympathy for those who oppose her views or those of the world government and will not hesitate to persecute them to fullest extent of the law. After seeing so many people die and living so long, Delphi is near emotionless and holds human lives to be very insignificant and temporary. Delphi holds morals, ethics, and a respect for life only get in the way of furthering scientific discovery and advancement. This extends to sexual pleasure, as she has slept with thousands of men in her time period but has never taken a second husband. Delphi has been known to keep men and women around as sexual companions for years but eventually she tires of each and every one of them and executes them. Due to this history of sexual frenzy, Delphi has many children of different races all throughout the world, though she possesses no maternal care or instinct. Many children of Delphi do not even know she is their mother as she often simply puts them in government orphanages or uses them for experimentation. She has no true sense of justice and merely is apart of the Gorosei for her own personal gain and power, seeing the government as a way to advance her research into topics such as cloning and recreating the three ancient weapons. Though her motives are malicious, she is seen as a great ally to the world government thanks to her brilliant mind and breakthroughs in the scientific field-advancing government technology far beyond its otherwise projected capabilities.

Though she does not care for most life, she has a strong bias and hatred against the kuja race due to her first husband having a mistress that was a kuja slave which completely devastated her and broke her heart. Delphi wishes for the complete and utter genocide of the entire Kuja race and views them as inferior, primitive models of modern day humans. Deep down however, it can be said that Delphi is somewhat envious of the Kuja due to their genetics usually resulting in more beautiful women and her first husband abandoning her and their children due to finding them less attractive. A large part of Delphi's success in the scientific field with experimentation is thanks to the sacrifice of thousands of abducted kuja who have been used as test subjects.  

Perhaps her most obvious trait, and clearly her greatest weakness, is Delphi's sheer arrogance. Her advanced age and her overall skills in perception, power, and intelligence vastly exceed tendency for caution in some situations. As a result of this, Delphi has a habit of underestimating her foes or prematurely declaring victory, as she has been repeatedly surprised to find her foes stronger than she believed they'd be or still alive after a supposedly devastating attack even though her predictions saw otherwise.

All in all, Delphi is amoral, narcissistic, arrogant, highly ambitious and very begrudging, but the heart of most of her actions seem to come from for her hatred towards the kuja race, whom she blames for the loss of her first husband and family. While she has lived for 100s of years, Delphi is after all still human and can, and is, still suffering heartbreak from the loss of the only person and only children she ever actually loved.
