Hiroko didn't completely debrief all the agents on what had occur back at the castle. They only seen a proportion of the castle in flames before they pull back with the Celestial Dragon. It was the Cipher Pol job to protect Hiroko if something should happen to him not only would they be out of a job but the entirely of there life would cease to existence.
